--Mr Dalgety admitted the breach and did not wish to be present at the hearing.
--A fine of $200.00 is recommended on the basis that Mr Dalgety has several breaches of this Rule recorded against him and also the status of the race. The standard fine for a breach of this rule is $100.00.
