Trainer Mr J Dickie was charged with a breach of Rule 865(2) when he presented Bronze Destiny without the notified half blinds prior to race 3.
Facts:
Stipendiary Steward Mr B J Vankan told the hearing that Mr Dickie trainer of Bronze Destiny had presented that horse to run in race 3 without the notified half blinds. The breach was admitted by Mr Dickie through Mr C Gillies acting on his behalf. The information was endorsed accordingly with the party electing not to attend the hearing.

Mr Vankan produced the current trainer penalty report which showed Mr Dickie had breached this particular rule on 6 previous occasions since October 2010. He said Mr Gillies had no excuse to offer. Apart from admitting the breach there appeared no other mitigating factors.
