--Mr Ihaka admitted the breach.
--Mr Coles said that Mr Ihaka had suffered a fall early in the day and was noticed by Mr George to be coming back wearing an unapproved vest.
--Mr Ihaka had little to say other than he was having weight trouble and admitted he was very silly to try and get away with an unapproved vest.
--Mr Coles submitted a 3 week suspension and a $500 fine would be appropriate.
--Mr Ihaka had nothing to add.

PENALTY
--The Committee considered all submissions and told Mr Ihaka his actions were nothing less than cheating and actions like this were viewed seriously. Accordingly, we suspend Mr Ihaka from after racing on 10 September 2008 to the conclusion of racing on 2 October (3 weeks). In addition, we impose a fine of $500.00.
