Following the running of Race 2, the Seelite Windows & Doors 2yo Ruby, an information was filed by Chief Stipendiary Steward Mr N. R. Escott against Mr J. T. Keast, the driver of “Continental Auto” (9), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip excessively.
Following the running of Race 2, the Seelite Windows & Doors 2yo Ruby, an information was filed by Chief Stipendiary Steward Mr N. R. Escott against Mr J. T. Keast, the driver of “Continental Auto” (9), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip excessively.
--Mr Keast had indicated on the information that he admitted this breach of the Rules and that he did not wish to attend the hearing.
--Mr Escott gave evidence and used video coverage to show that Mr Keast had used his whip on about 19 occasions in the run home.
--Penalty:
--In relation to penalty Mr Escott advised that Mr Keast had no previous conviction for a breach of this Rule, and as he had admitted the breach, a fine of $300-00 was recommended.
--Taking these matters into account we were satisfied that a fine of $300-00 was appropriate in this case, and accordingly Mr Keast was fined the sum of $300-00.
