DECISION AND REASONS:
--Following the running of Race 8 an information was lodged by Stipendiary Steward Mr N. G. McIntyre against Miss A Edmonds alleging a breach of Rule 869(2)A in that Miss Edmonds used her whip excessively over the concluding stages.
--Miss Edmonds pleaded guilty to this breach at the hearing and informed the committee that she did not require the assistance of a senior horseman.
--Mr McIntyre gave evidence that Miss Edmonds was observed to use her whip about 28-30 times continuously for the length of the straight. This was verified when the film was viewed.

PENALTY: Mr McIntyre advised that Miss Edmonds was fined for a breach of this rule in July 2006 and fined on that occasion. In view of this previous indiscretion a term of suspension was recommended by Mr McIntyre. The committee agreed that a suspension was justified and Miss Edmonds' horsewomen's licence was suspended up to and including the 26th November 2006. This term includes a Premier meeting on the 24th November as Miss Edmonds has now driven ten winners and is eligible to drive at Premier meetings.
