Following the running of race two the Stipendiary Stewards lodged an information instigating a charge against K Williams (Canterbury Rocks) alleging that she let her mount sideways over the first 200 metres of the race

Following the running of race two the Stipendiary Stewards lodged an information instigating a charge against K Williams (Canterbury Rocks) alleging that she let her mount sideways over the first 200 metres of the race taking the line of ?Lady Classique? (J Todd) and then ?Royal Valachi? (C Johnson).

At the outset of the hearing the admission of the breach on the information was confirmed by Ms Williams.

The video evidence presented by Mr McLachlan on behalf of the Stipendiary Stewards showed Ms Williams mount jumping from the outside barrier, moving inward and taking the line of ?Lady Classique?. Ms Williams then took action correcting the movement inwards, continued on, moving inwards again and taking the line of ?Royal Valachi?. She also took action at that stage.

Mr Ching, Stipendiary Steward in respect of penalty, submitted that Ms Williams was a senior rider and rode at all South Island meetings and had an exemplary record in respect of breach of rules. He referred to her record which showed that the last occasion Ms Williams was charged under this rule was in January 2006 when she incurred a $500 fine.

Mr Ching also submitted that the breach was in mid range and that a suspension was sought. Ms Williams advised the Committee that she had no submissions to make as to penalty other than that she would prefer a monetary one but would leave it to the Committee to make the decision.

The Committee, after considering the video evidence and noting that there were two separate occasions when horses were inconvenienced by her actions believes it is appropriate on this occasion that a suspension rather than a monetary penalty should be imposed. It is accepted that the level of carelessness is in the mid range. The starting point for such an offence in the Committee's view if 4 days, however, Ms Williams is given credit for her exemplary riding record, her early guilty plea and co-operation at the hearing, also taken into account was the riding opportunities in the south for South Island based jockeys. Taking all those matters into account Ms William's licence is suspended from the completion of riding today, 30th September 2006, up until the completion of riding on the 14th day of October 2006 (an effective two days suspension). The days covered by the suspension are Invercargill 6th October and Riccarton 14th October 2006.
