Mr Coles said that after weighing out Mr Ormsby changed boots which made a difference of ¼ - ½ kg to a heavier weight.

Mr Ormsby said he was not aware of the rule and thought the change of boots would have made little difference. He said the reason he changed boots was that the last time he wore these boots they hurt his feet.

Mr Coles said this was Mr Ormsby’s first charge under this rule and he had pleaded guilty. He submitted a fine of $200 would be appropriate.

The Committee considered all submissions and reminded Mr Ormsby that all riders must be aware of their obligations under the rules.

We took into account Mr Ormsby’s guilty plea and that this was his first charge under this rule.

We believe Mr Cole’s recommendation is fair and accordingly impose a fine of $200.
