This inquiry concerns a protest lodged following the running of race 4. The protest was lodged by Stipendiary Steward, Mr J P Oatham, alleging that HAMLETS GHOST or its rider placed first by the Judge interfered with the chances of FAALCON placed second, and SKEETA placed fourth by the Judge.

DECISION & REASON:
--This inquiry concerns a protest lodged following the running of race 4. The protest was lodged by Stipendiary Steward, Mr J P Oatham, alleging that HAMLETS GHOST or its rider placed first by the Judge interfered with the chances of FAALCON placed second, and SKEETA placed fourth by the Judge. The interference is alleged to have occurred in the final straight.
----The Judge's placings were:
--First HAMLETS GHOST
--Second FAALCON
--Third STRIPTEASE
--Fourth SKEETA
----The margins were half a length between first and second, ? length between second and third and one length between third and fourth.
----Present at the hearing were:
--L Noble, Mr Carston and T Harris representing HAMLETS GHOST
--K Rae, P Taylor representing FAALCON
--B Dyke, O Bosson representing SKEETA
----Mr W Robinson showed the video of the field running down the final straight. It showed HAMLETS GHOST running out under pressure and firstly squeezing out and checking SKEETA and then continued to run out hampering FAALCON. He estimated that SKEETA lost at least 3 lengths before finishing on to be within one length of the third horse. He also showed the disadvantage that FAALCON was under.
----Mr P Taylor, rider of FAALCON, said initially he had put his stick away for 3 strides, then as pressure increased he had found it harder to urge his mount who was inclined to be lazy.
----Mr Bosson backed up Mr Robinson's observation and confirmed his 3 length loss of distance.
----Mr Noble accepted that considerable movement had taken place, while Mr Harris claimed that if his mount had run straight it would have won easily.
----After reviewing all evidence we have concluded that HAMLETS GHOST has interfered with FAALCON who was placed second by the Judge, and SKEETA who was placed fourth by the Judge. Furthermore we are in no doubt the chances of both horses finishing in a better place were affected. Accordingly the protest is upheld and the placings are now:
