Following the running of Race 4 Mr J Parkes was charged with careless riding under rule 871 (1) (d). The information alleged J Parkes the rider of RICH REWARD angled his mount outward near the 350m when not clear of LITTLEBITHOT (P Bell) which was checked.

Following the running of Race 4 Mr J Parkes was charged with careless riding under rule 871 (1) (d). The information alleged J Parkes the rider of RICH REWARD angled his mount outward near the 350m when not clear of LITTLEBITHOT (P Bell) which was checked.
--Mr Parkes admitted the breach of the rule.
--Stipendiary Steward Mr Goodwin identified the horses and riders involved and demonstrated the incident on the available films. He showed Mr Parkes round the turn in a position adjacent to the running rail. He then angled his mount outwards when not the required distance clear of Mr Bell. Whilst not shifting out over a large amount of ground it was enough to cause interference.
--Mr Sanders placed the degree of carelessness at mid-range as Mr Parkes showed no due consideration to riders on his outside when he moved off the rail.
--Mr Parkes did not comment on any of the submissions put forward by Mr Sanders but did inform the committee that he rides only within the Central Districts area and that he has commitments at Woodville on Wednesday April 1st.
--Penalty
--In coming to a decision on penalty the committee considered all of the submissions put before it. We have taken into account Mr. Parkes frank admittance of the breach, the degree of carelessness displayed and his good riding record.
It is our opinion that a suspension is the appropriate penalty and taking into account Central Districts race days Mr.Parkes is suspended from riding from the conclusion of racing on Wednesday April 1st 2009 until the conclusion of racing on Thursday April 16th 2009– in effect four days.
