DECISION & REASON
----Following the running of Race number 3 the Stipendiary Stewards lodged an information instigating a charge against T Jellyman under Rule 829 [2] [a] alleging excessive use of whip over the final four hundred metres of the Race. At the commencement of the hearing the chairman noted that defendant in writing had admitted the breach and did not wish to appear. The Stipendiary Stewards showed the videos of the concluding four hundred metres of the Race and asked the committee to note that Mr Jellyman struck this horse without any real break in excess of twenty two times.
----The committee finds the charge proven. Submission were made by the Stipendiary Stewards as to penalty suggested that a fine in the normal range should be imposed. The committee accepts the recommendation of the Stipendiary Stewards and accordingly a penalty of $200.00 is imposed.
