Following a visit to the racecourse by stipendiary steward Mr Ching earlier in the day, an amended Information was lodged against Mr A Meadows. The Information alleged a breach of Rule 1002(1)(b), in that Mr Meadows rode work at the Blenheim racecourse on the morning of 24 April 2008 without an approved body protector as required
Following a visit to the racecourse by stipendiary steward Mr Ching earlier in the day, an amended Information was lodged against Mr A Meadows. The Information alleged a breach of Rule 1002(1)(b), in that Mr Meadows rode work at the Blenheim racecourse on the morning of 24 April 2008 without an approved body protector as required under Board Direction 158(1)(a). Mr Meadows admitted the breach.
----Explaining the charge, Mr Ching said that the emphasis was on complying with a direction of NZTR, and Board Direction 158(1)(a), as referred to in the Information, was shown to the committee. Mr Meadows indicated he was familiar with the Direction.
----Mr Ching said that he attended track work at the Blenheim racecourse earlier in the day and Mr Meadows, without a vest, came in off the track on a horse trained by his employer, Mr Myers. He said that, whilst it was clear he was wearing only a t-shirt, Mr Meadows was asked by the trainer if he was wearing a vest, and he said he was not
----Although admitting the breach, Mr Meadows said he was concerned he was not stopped by Mr Ching if he thought he as not wearing a vest, as he could have had one under the t-shirt, and he only knew about the charge against him when Mr Myers asked him to report to the stipendiary stewards.
----In response, Mr Ching said that he did inform Mr Meadows’ employer that further action would be taken. He added that, when spoken to, Mr Meadows said he had ridden a couple of horses whilst wearing the vest but he got hot, took a jacket and the vest off, and forgot to put the vest back on.
----Regarding penalty, Mr Ching suggested some credit should be given to Mr Meadows for admitting the breach, and not having previously been before a committee. He recommended a monetary penalty in keeping with other such matters heard on the day.
--Advised that those other matters referred to incurred a penalty of $350.00, and invited to comment, Mr Meadows had no comment to make.

----In this case, Mr Meadows has admitted a breach of Rule 1002(1)(b) in that he rode track work at the Blenheim racecourse without an approved body protector, that is, a safety vest.
----The circumstances have been conveyed to us by stipendiary steward, Mr Ching, and we see no reason to deviate, in determining penalty, from those other cases we have been involved in today.
----Mr Meadows should be aware that this is a safety issue and a starting point for penalty would likely be in the order of $500.00. However, he is to be given credit for his guilty plea and for not having previously been before a judicial committee.
----Mr Meadows is fined the sum of $350.00, which is in keeping with those other similar breaches dealt with today.
