Mr Ching, stipendiary steward, stated that you were 1 kg over when required to ride both horses at 55.5. Both horses were trained by Mr Prince and you say that Mr Prince had said you could ride at 1/2 kg over. Unfortunately Mr Bullard, you were 1 kg over and had to be replaced on both mounts.

Mr Bullard your actions in failing to make the weight cause inconvenience for connections and the general betting public, alike. We appreciate, as has Mr Ching, your honesty with respect to your ongoing difficulties with weight. Unfortunately you contracted to ride the 2 horses at 55.5 kg. You presently have a 56 kg riding weight. We accept that you informed the connections at the time you accepted the ride that you would be ½ kg over. You state that it was not possible to use the sauna this morning because of the distance involved in travelling. This situation is not unusual for Christchurch riders riding in Dunedin or further south. You need to factor in this matter when accepting rides.

You have a previous breach of this rule on 16 September last when you were fined the sum of $250. The stipendiary steward has asked for a fine in the range of $1000 to $1500. Both you and he have said that suspension is not appropriate. We believe the matter can be dealt with by way of a fine. We observe Ms Young has been fined $300 and $500 for repeated breaches of this rule this season. We take some guidance from this and impose a fine at a level below that asked for by Mr Ching, but having regard to the fact that your previous breach was only 6 weeks ago. You are fined the sum of $800 and we take this opportunity to remind you of your obligations under the Rules of Racing.
