DECISION AND REASONS:
--Following the running of Race 7, "Julius Caesar" Akaroa Cup Discretionary Handicap Pace, an information instigating a protest was filed by Chief Stipendiary Steward, Mr N R Escott, by SIRHAKAZZ (B J Borcoskie), placed 18th by the judge, against WAIRIRI BLAZE (A J Laing), placed 1ST by the judge, on the grounds of interference with approximately 250 metres to run when WAIRIRI BLAZE shifted out checking CADDON DOLL (B Weaver) resulting in checks to STARWOOD IN ASPEN (C R Thornley) and SIRHAKAZZ (B J Borcoskie)
----Miss Laing was present at the hearing of the information and indicated that she was representing the connections of WAIRIRI BLAZE.
----Miss Laing said that, as she moved out from behind the leader turning for home, she was forced out wider as the leader ROCKDALE WILDFIRE (B N Orange) moved out. At that point, her horse came into contact with CADDON DOLL on its outside. Her horse had shied at Mr Orange's horse, she said.
----Mr Weaver said that Miss Laing had come out and got her wheel in front of his. He was forced to take hold of his horse. Miss Laing kept coming out when ROCKDALE WILDFIRE moved out half a cart and CADDON DOLL went off stride. Mr Weaver said that he did not believe that his horse was going to figure in the finish.
----Mr Orange said that four horses had contributed to the incident, including AFTER MIDNIGHT (T S Chmiel), which was outside CADDON DOLL. He acknowledged that his horse had run off the fence slightly but could not accept the entire blame for the incident. Mr Orange pointed out the outwards movement of WAIRIRI BLAZE on the video replay. He alleged that CADDON DOLL was "flat" and AFTER MIDNIGHT was running in on top of it.
----Mr Thornley said that STARWOOD IN ASPEN had got the "backwash" when CADDON DOLL galloped. He said that, in his view, there were "a couple of horses getting tired" and a number of horses had drifted out slightly while the outside horses held their line. Mr Thornley said that he was making ground but was "a long way back".
----Mr Borcoskie had left the hearing before the Committee had an opportunity to ask him for his view of the incident.
----Mr N G McIntyre, Stipendiary Steward, stated that he had viewed the incident from behind and it was his view that Mr Orange had shifted out marginally at the same time as Miss Laing. Miss Laing's next movement was the one in issue.
----Mr Escott submitted that Miss Laing had moved out on two occasions but said the video replays showed that Miss Laing may not have been the "sole contributor" and that ROCKDALE WILDFIRE may have contributed.
----The Committee, after giving consideration to all of the evidence including the video replays, dismissed the protest and, in doing so, had regard to the following matters:

- That the initial interference to CADDON DOLL was the result of a number of factors; ----
- There had been contribution to the interference by ROCKDALE WILDFIRE and WAIRIRI BLAZE and, possibly, by tightening from the outside, but on the evidence it was not possible to apportion blame and, in particular, the Committee was not satisfied that the interference was caused by WAIRIRI BLAZE warranting relegation of that horse; ----
- The incident was the result of a combination of factors including the fact that a number of the runners were under pressure at that stage of the race; ----
- That the incident was in the nature of a "racing incident" in which no particular blame could be attributed to any particular runner; ----
- The Committee was, in any event, not satisfied to a sufficient degree that the chances of CADDON DOLL, STARWOOD IN ASPEN or SIRHAKAZZ of finishing in a dividend or stake-bearing placing were affected. --
