Under Rule 828 (10 (2) the Information alleges that J Wheeler failed to scratch SUGARTRAIN by the prescribed time.
Under Rule 828 (1) (2) the Information alleges that J Wheeler failed to scratch SUGARTRAIN by the prescribed time.
--Mr Wheeler admitted the breach via his representative Mr J Donovan.
--The rule was read and Mr Donovan acknowledged he understood same.
--Mr Donovan explained the late scratching was an oversight by Mr Wheeler that he regretted, but also pointed out it had not cost anyone a start as there were no horses on the ballot list.
--Mr Goodwin for his part said to the best of his knowledge Mr Wheeler had not been charged with this before and felt a fine would be an appropriate penalty.
--When arriving at a penalty the Committee felt $200 would be appropriate.
