Mr Selvan explained it was first day back riding in New Zealand after a break of some 6 months. He had been riding overseas where there was not an obligation on all riders to weigh in. He said he had simply forgotten on this occasion and by the time the stipendiary steward, Mr Davidson, spoke to him in the room, he had put his saddle down.

Mr Ching asked for a penalty in the $150 to $250 range. Mr Selvan has no previous breaches of this rule and, in light of his admission and the somewhat extenuating circumstances, we impose a fine of $125 and remind him of his obligations under the Rules of Racing.
