Miss Moki admitted the charge and in her explanation said the horse was pushing her into the rail so she struck it on the head.

Mr Coles said this was unacceptable behaviour and submitted a fine of $250 - $300 was appropriate.

PENALTY
--The Committee considered all submissions and before imposing a penalty told Miss Moki that the image of racing was important and her action in hitting a horse was completely unacceptable. Accordingly we imposed a fine of $300.
