THE FACTS
--The fact situation is quite simple. Stipendiary Steward Mr Stewart Ching was at the Rangiora Racecourse on Wednesday 15th October 2008 in the company of Mr Robin Scott, the Racecourse Inspector, where he observed two riders namely Ms Williams and one other, working horses without wearing an approved safety vest. He challenged each rider in this regard, and both conceded that they were not wearing the safety vests.
--Ms Williams has admitted the charge which is therefore deemed to be proved. She has indicated on the Information that she does not wish to be present at the hearing.
--PENALTY
--The appropriate penalty for this charge is a fine. There are no aggravating features in relation to this matter and we therefore, in terms of consistency of penalties imposed in similar cases, impose a fine of $300.
