Mr Ching alleged that Mr S Woodsford failed to declare riders for two horses, OMAGH LAD (Race 3) and WITCHING HOUR (Race 5). Declaration time was 1 pm on Thursday 15 February, but riders were not notified by Mr Woodsford until 2.59 pm, almost therefore 2 hours late. Mr Woodsford admitted the breach.
----Mr Ching advised that Mr Woodsford had been warned for a similar breach at the Otago meeting in November 2006, but had an otherwise unblemished record extending back to 1987 when he had been fined for a similar offence. Mr Ching sought a penalty of a fine in the range $75-125.
----Mr Woodsford explained that this was simply an oversight on his part, but declined to make a submission on penalty.
----Having listened to the evidence and submissions of Messrs Ching and Woodsford, and taking into account Mr Woodsford's very good record, we impose a fine of $100.
