Mr Black admits a breach of Rule 869(2)(a) in that as the driver of HIGHLAND HEIGHTS in race 4 on 15 June last at Forbury Park he used his whip excessively over the final 300 metres. He declined the Committee's offer of the assistance of a senior horseman.

Mr Knowles demonstrated on the video that Mr Black hit the horse in excess of 30 times over the last 300 metres. When asked for comment Mr Black simply replied that he was "careless".

Mr Black has no previous charges under this rule in the past 12 months but he has had 2 warnings. He asked the Committee to consider a suspension rather than a fine and Mr Knowles expressed no objection to this. Mr Black indicated that his employer Mr Wayne Adams would be taking horses to Christchurch and that one of these would have been his own horse, QUICKLY KATE.

Taking into account Mr Black's good record and his admission of the breach, we suspend him from driving from the close of racing tonight up to and including July 6. This is in effect 3 days.
