Decision: Mr Davidson, stipendiary steward, alleged that Mr Zulkifli, apprentice jockey, was in breach of rule 871(1)(d), careless riding, in that he allowed his mount ISTIGOLD to shift ground outwards causing tightening to BLESSED THE POPE

Mr Davidson, stipendiary steward, alleged that Mr Zulkifli, apprentice jockey, was in breach of rule 871(1)(d), careless riding, in that he allowed his mount ISTIGOLD to shift ground outwards causing tightening to BLESSED THE POPE who had to steady at the 250 metres. Mr Zulkifli  admitted the breach.

Mr Davidson demonstrated on the video that when racing 3 to 4 off the rail and, when using the whip, Mr Zulkifli had allowed his mount to drift out some 4 to 5 horse widths causing tightening to Ms Fraser on BLESSED THE POPE. Mrs Kennedy, on Mr Zulkifli’s behalf, acknowledged the movement but emphasised that Mr Zulkifli had eventually straightened his mount.

Decision

Mr Zulkifli you have admitted a breach of rule 871(1)(d) in that you permitted your mount ISTIGOLD to shift ground outwards when not clear causing interference to BLESSED THE POPE who had to steady near the 250 metres. Mrs Kennedy has assisted you and has described the incident as being at the lower end of the scale. Unfortunately we do not agree. The movement was at least 4 to 5 horse widths over a distance of 50 metres plus. The result was interference to BLESSED THE POPE which necessitated Ms Fraser having to steady off your heels before then urging her horse through the gap between your mount and the horse on your outer, MISS ROONEY. As the stipendiary steward said, had Ms Fraser finished behind your horse, a protest would have been initiated. We give weight to the fact that you did eventually straighten your mount but this was far too late. We also give you credit for your early admission of the breach and to the fact that you are inexperienced, with only 7 rides until today, and never having previously been in the room.

Mr Davidson has suggested a starting point of 4 days. We believe this is on the light side and, having regard to the seriousness of the breach, we take a starting point of 5 days. We give 2 days credit for your plea and record, although this latter feature is tempered by the fact you are just commencing your riding career. This results in a suspension of 3 South Island riding days. You are suspended from riding from the end of the meeting today up to and including 4 September.  We also take the opportunity to remind you of your obligations under the Rules of Racing and your responsibilities as regards the safety of your fellow riders.
