--

Mr Ching informed the Committee that Mr Williams had advised riders for the horses at 6.30am on Thursday, 28 February by leaving a message on the phone at the  National Racing Bureau. The time for declaration of riders was 4.00pm on the previous day. Mr William’s explanation was that he had forgotten to declare riders and thought that riders were to be declared on the Thursday. Mr Ching informed the Committee that Mr & Mrs Williams had not breached the declaration of riders Rule in the past 12 months but had received a warning in December 2006. On this basis, Mr Ching submitted that the Committee consider a fine of $200-300.
