Following the running of Race 6, d.a & associates & L D A Bloodstock Mobile Pace, an information was filed by Stipendiary Steward, Mr B D Williams, against Licensed Open Horseman, Mr I R Cameron, alleging a breach of Rule 869 (2) (a) in that Mr Cameron “ as the driver of SKIP BO used his whip excessively in the run home”.

Following the running of Race 6, d.a & associates & L D A Bloodstock Mobile Pace, an information was filed by Stipendiary Steward, Mr B D Williams, against Licensed Open Horseman, Mr I R Cameron, alleging a breach of Rule 869 (2) (a) in that Mr Cameron “ as the driver of SKIP BO used his whip excessively in the run home”.

Mr Cameron had signed the Statement by the Defendant on the information form indicating, firstly, that he admitted the breach and, secondly, that he did not wish to be present at the hearing of the information. The breach was found proved accordingly.

Mr Williams pointed out on a video replay of the final 400 metres of the Race that SKIP BO was racing outside the leader. Mr Williams alleged that Mr Cameron had then used his whip on 20 occasions over the final 200-300 metres. Over the first 100 metres of the run home, Mr Cameron’s use of the whip was acceptable but, when looked at together with the use of the whip over the final 100 metres, which was continuous and “rapid fire” over the final 50 metres, was excessive, Mr Williams submitted.

Mr Williams informed the Committee that Mr Cameron had no previous breaches of the whip Rule in the past 12 months. He recommended a fine of $200.

Mr Cameron had, on the information form, requested that the Committee consider that “lesser meeting deserves cheaper fine”. This submission was rejected by the Committee.

The Committee, in determining penalty, took into account Mr Cameron’s admission of the breach and his previous good record.

--

Mr Cameron was fined the sum of $200.
