Levin RC – 22 December 2005 –
ID: JCA21432
Hearing Type (Code):
thoroughbred-racing
Decision:
Mr R.Stam was charged with careless riding under Rule 871 (1) (d) following his ride in Race 10.
Mr R.Stam was charged with careless riding under Rule 871 (1) (d) following his ride in Race 10. The information alleged that shortly after the start R.Stam the rider of Lochinvar Star allowed his mount to shift in sharply when not clear of Wrapt M.Cameron with resultant interference to Luxury C.Ormsby, Funtazy R Hannam, and Miss Pocket Rocket K.Collins.
--Mr Stam admitted the breach. The charge was heard at Awapuni racecourse on Monday December 26th 2005.
--Mr Goodwin showed films of the incident where soon after the start Mr Stam, who had drawn an outside barrier, angled his mount inwards towards the rail when not sufficiently clear of Mr Cameron riding Wrapt. This set up a chain reaction and several horses were tightened with Miss Pocket Rocket receiving quite a severe bump down on the inside.
--Mr McCutcheon produced Mr Stams record, which showed the following careless riding charges;
--05/06/04 Wanganui 3 days
--27/11/04 Wanganui 3 days
--14/04/05 Otaki 3 days
--Mr McCutcheon asked for a period of suspension due to the abruptness of the inward movement by Mr Stam, the sharp check to Mr Cameron and the resultant interference to three other runners.
--Mr Stam was invited to make submissions on penalty but declined to do so.
----
Penalty Decision
--The committee had careful consideration to all of the submissions. It was our opinion that a suspension was warranted due to the facts outlined. Mr Stam came across the field on a very sharp angle without ensuring that he was sufficiently clear of Mr Cameron when he did so. Subsequently, Mr Cameron was forced inwards which caused tightening to horses on his inside and several riders were required to take hold of their mounts.
----Taking into account the number of horses and riders affected by the incident we would normally have considered a four, or possibly five, day suspension however the committee gave credit for Mr Stam's admittance of the breach and his good riding record which showed only one other careless riding charge this year.
--Mr Stam was suspended from the conclusion of racing on Wednesday December 28th until the conclusion of racing on Monday January 2nd 2006 ? in effect three Central District days.
