Mr Ching explained Mr Bishop had ridden the winner of the race and that one of the owners had extended her hand to congratulate him. We accept that Mr Bishop acted instinctively in shaking her hand. He has no previous breaches of this rule and taking into account that he is an apprentice jockey, we fine him the sum of $125.
