--Mr Laursen told the committee the horse was hard to ride. It was a problem horse. Mr Stam had ridden it before and knew its problems. However Mr. Stam, in Mr Laursen's words ?packed a sad? and did not want to ride it.
--Mr C George, senior stipendiary steward, told the committee the rules are clear and riders have to be declared within the time frames. He asked for a monetary penalty of between $50 and $100.
--DECISION AND REASON
--The committee in arriving at a monetary penalty took into account the change of plea. Mr Laursen's comments did not , in the committee's opinion, allow for any leniency. The Rule 508 (2) is clear. Mr Laursen was fined $100.
