Mr McCaffrey admitted the charge and advised this Committee that he did not wish to be present at the hearing.
Mr Taumanu showed the incident to the Committee by use of video film and this showed that Mr McCaffrey had used the whip at least 18 times in the straight and had used it continuously.
--Mr Taumanu recommended a fine of $250.00 and he advised this Committee that the recommended fine had been communicated to Mr McCaffrey at the time of service of the Information. The J.C.A Guidelines set a recommended fine of $250.00 as a starting point.
--The charge is accordingly proven and this Committee fines Mr McCaffrey the sum of $250.00.
