At the conclusion of Race 2, The American Ideal Pace, an information was lodged by Stipendiary Steward Mr C Allison under Rule 869 (2) (a) alleging that Mr J R Bond (ANGELADEE), used his whip excessively over the final 400 metres of the race.

At the conclusion of Race 2, The American Ideal Pace, an information was lodged by Stipendiary Steward Mr C Allison under Rule 869 (2) (a) alleging that Mr J R Bond (ANGELADEE), used his whip excessively over the final 400 metres of the race.

The Rule reads : No Horseman shall during a race (a) use his whip in an unnecessary, excessive, or improper manner.

--

Mr Bond admitted the breach of this Rule.
 
Stipendiary Steward Mr Allison used video film and pointed out that Mr Bond had used his whip some 28 times from the straight entrance to finishing line on a continuous basis.

Mr Bond stated that the horse ANGELADEE had come into his stable recently and the previous trainer had advised him that the horse backed off it the driver did not “keep at her”.

Mr Allison stated that the breach of this Rule was at the higher end of the scale.

SUBMISSIONS ON PENALTY

--


Mr Allison stated that the driver had no previous breach within the previous 12 months and Mr Allison sought a monetary penalty in the range of $200/ $250. 

--


Mr Bond requested that the Committee consider a suspension rather than a monetary fine.  Mr Bond indicated to the Committee that he had two horses currently in work and had only 1 or 2 race day drives.

DECISION

--


The Committee was satisfied that a breach of the rule had occurred and Mr Bond’s horseman’s licence was suspended from the conclusion of racing on Tuesday 16 February 2010 up to and including the conclusion of racing on Wednesday 03 March 2010, effectively 3 lower South Island race days.
