--You have no previous breaches of this rule and have only recently returned from riding in Australia. You have stated that you are aware that you have to adapt to the New Zealand Rules and to the Thoroughbred Racing directive as to what constitutes excessive use of the whip. You have assured us that you intend to do so.
--Mr Ching has asked for a fine of $150 and you?ve agreed that a monetary penalty is appropriate. In light of your good record and ready admission of the breach, we fine you the sum of $150 and urge you to change your whip action sooner rather than later as the penalty will undoubtedly be more severe for any repeat offending.
