An information was filed pursuant to Rule 520 (4) (a) by the informant, Stipendiary Steward Mr J Oatham in that the defendant Ms L K Cropp was charged with failing to attend the Paeroa Racecourse on the 16.5.08 to fulfill riding engagements.

--This is an adjourned inquiry resulting from the Paeroa Race meeting on the 16.5.08.
--Ms L K Cropp admitted the charge.
--Stipendiary Steward Mr J Oatham in his evidence confirmed Ms Cropp had three riding engagements which were in Races 3, 5 and 6.
--Ms Cropp did not arrive on course to ride her mount in Race 3. She had left a message to say she was running late, but on her way to the racecourse.
--Ms K Hercock fielded two calls from Ms Cropp who stated she had received a speeding ticket, and would not be attending the race meeting.
--Ms Cropp in her evidence thought that she had only one firm engagement for the day. She thought her mount in Race 3 was scratched as it was balloted out, and was unaware her agent had taken a ride on her behalf in Race 6. Ms Cropp said everything had gone wrong on her way to the races including receiving a speeding ticket, taking a wrong turn, and her mobile phone battery being flat.
--Penalty
--Mr Oatham said that it was unacceptable and unprofessional and that connection’s and punter’s were disadvantaged with her absence from the race meeting. Mr Oatham asked for a fine in the range of $750 to $1,000.
--Decision
--The Committee considered all submissions and before imposing a penalty took into account the following.
--1: The guilty plea.
--2: Concern with the breakdown in communication between Ms Cropp and her manager.
--3: Subsequent inconvenience suffered by connections and punters.
--4; Mitigating circumstances as given by Ms Cropp in her evidence.

Taking all the above into account we impose a fine of $ 750.
