Mr Horner, who was represented by Mr G Old, admitted the charge.

Mr Williamson showed the offence on both the head on and side on videos where Mr Horner could be seen to raise his right hand in a victory gesture about 4 strides before the winning post.

As Mr Horner had admitted the charge the committee has to adjudicate on penalty only.

Mr Coles advised us that this was Mr Horner’s 2nd breach of this rule. He had previously been fined $275 in February. He asked for a fine of $500.
--Neither Mr Horner nor Mr Old had anything to say.

After due consideration the committee imposed a fine of $500.
