--Mr Coles said there were some mitigating factors in Mr Waddell’s favour and recommended a $200 fine.
--Mr Waddell said there was confusion between himself and his manager, Mr Dillon, as to what weight he could ride at. However, he acknowledged the responsibility was his alone and vowed to be more responsible in future.

--The Committee considered all submissions and reminded Mr Waddell of his obligations under this Rule. Accordingly, Mr Waddell was fined a sum of $200.
