--Mr Parish pleaded guilty to the charge.
--Stipendiary Steward Mr Williamson demonstrated the video films and showed where Mr Parish raised his arm and flailed his whip approximately 2 strides from the post.
--Mr Parish said in explanation that he thought he was past the post when he raised his arm but on seeing the film agreed he made an error of judgement.

PENALTY
--Mr Coles submitted a fine of $200 - $300 was appropriate.
--The Committee considered all submissions and before imposing a penalty reminded Mr Parish of his obligations under this Rule. Mr Parish was fined a sum of $250.
