This information was heard at Woodville on Thursday 25/2/10 and reads J. Riddell failed to fulfil his engagements at Wairoa on the 18/2/10.   In Race One ‘SONNY WELLINGTON’, Race Four ‘SHANT GET CAUGHT’, Race Five ‘AGAKHAN’, Race Seven ‘STRIVE’ and Race eight ‘THE WONKY DONKEY’.

The relevant rule was read and jockey Riddell confirmed his admittance of the breach.

By way of explanation Stipendiary Steward, R. Neal, told the committee that on the morning of the first days racing at Wairoa, the 18th of February, Mr. Riddell rang and informed Mr. Goodwin he could not make the carded weight for the day.

Mr. Riddell confirmed Mr. Neal’s comments and told the committee that for the first time in his career he was living on a knife edge as far as his weight was concerned.  He had visited the dentist earlier in the week (the visit was confirmed by presentation of the account by Mr. Riddell).  He felt he was unable to apply his normal weight reducing regime.  He realised his responsibilities and felt that he had an obligation to inform the stewards prior to the start time.

Mr. Neal informed the committee Mr. Riddell’s record under this rule was very good.  He was last charged on the 28th of May 2009 and fined $200.  He accepted there were health issues involved but also pointed out that as a senior rider down for five rides he had responsibilities to owners, trainers and punters.  Mr. Neal believed the appropriate penalty should be by way of a fine in the vicinity of $200 - $300.

Mr. Riddell had no comments but did point out his dentist bill was substantial.

Decision and Reason:

--

In coming to our decision to impose a monetary penalty we have taken into account your admittance of the breach, your record which we have agreed is very good and your explanation of the reasons.  However, we have had to take into account your acceptance of five rides for the day which meant replacement riders for the horses had to be found.  You are a senior rider with responsibilities.  We did consider a fine less than that suggested by Mr. Neal however, the fact that you had accepted five rides on day one at Wairoa when you were aware you did have weight problems lead us to impose a fine of $200.00.
