Under Rule 868 (1) (a) (5) Stipendiary Steward Mr A Ray lodged an information alleging Mr G Vile raced the horse NOT TELLING in blinkers in Race 10 at Egmont when permission was not obtained from the stewards.
--Admitting the breach, Mr Vile could not explain his reasons, and it was completely out of his character, and could offer no excuse.

PENALTY
Mr Ray accepts Mr Vile's reasons but clearly the rule has been breached, affecting others with an interest in the industry. Mr Vile does have a good record and recommends a penalty by way of a fine. Mr Vile asked for leniency from the committee.
--In reaching their decision, the committee finds a clear breach of the rule, and the interests of the public must be protected. Mr Vile's good record has been taken into account and on his admission of the breach the committee support the submissions of the stipendiary stewards and fine Mr Vile the sum of $200.
