Following the running of Race 6, the Chaucer Press Handicap Trot, an information was filed by Stipendiary Steward Mr N. M. Ydgren against Mr M. R. Tapper, the driver of “Domination” (4), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip excessively.

Following the running of Race 6, the Chaucer Press Handicap Trot, an information was filed by Stipendiary Steward Mr N. M. Ydgren against Mr M. R. Tapper, the driver of “Domination” (4), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip excessively.
--Mr Tapper had indicated on the information that he admitted this breach of the Rule and he confirmed this at the hearing. Mr Tapper also agreed that he understood the charge and the Rule it was brought under.
--Mr Ydgren gave evidence and used video coverage to show that Mr Tapper had used his whip on about 23 or 24 occasions over the final stages.
--Penalty:
--In relation to penalty Mr Ydgren advised that Mr Tapper had no relevant previous convictions, and had admitted the breach. A fine of $200-00 was recommended. Mr Tapper said that he would prefer a fine to a suspension, but that he thought that a fine of $150-00 would be more appropriate
--Taking into account the submissions from the parties we were satisfied that a fine of $200-00 was appropriate in this case. Accordingly Mr Tapper was fined the sum of $200-00.
