An information was lodged by Stipendiary Steward Mr JM Muirhead against horseman Mr R Bowker the driver of Lady Willpower alleging that Mr Bowker used his whip excessively driving Lady Willpower over the concluding stages of the race.
--Mr Bowker admitted the breach and did not wish to be present at the hearing.
--Mr Muirhead demonstrated the incident by use of the video film and he had advised me that Mr Bowker had used the whip 22 times from about the 300 metre mark. I viewed the film and confirmed that.
--Mr Bowker is a senior horseman and the recommended fine is $250.00.
--I accordingly impose a fine of $250.00 on Mr Bowker.
