Mr Radford admitted a breach of rule 864(2)(d) in that the bandages were not correctly affixed on SIGHT AND SOUND in race 9 and that they came adrift with approximately 400 metres to run. He stated the usual bandages had not been brought south and that the ones he used apparently did not have the necessary elasticity.

On this occasion the horse SIGHT AND SOUND had come to end of its run and no other horses were affected by the flapping bandages. This was mere fortune and the consequences clearly could have been worse. Taking into account Mr Radford's admission of the breach and his excellent record, he is fined the sum of $100 and reminded of his obligations under the Rules of Harness Racing.
