Decision:
Following the running of race nine on the programme, an Information was lodged against starter, Mr G Haythorne, alleging a breach of Rule 857(6)(b), in that he failed to declare a false start when Easy Armbro, Buster Mee, ErnestLordRutherford and Albert Patron all received interference when the barrier released incorrectly.

----Mr Haythorne admitted the breach and elected not to be present.
----Explaining the circumstances, stipendiary steward Mrs Williams said that both the 10metre and 25metre barrier strands are hand-released and the starter is effectively in the hands of his assistants.
----In this case, the strands were slow to release, with the 10metre strand striking horses 12 and 13, Easy Armbro and Buster Mee, before wrapping around the legs of horse 14, ErnestLordRutherford. Mr Thornley (ErnestLordRutherford) travelled some distance trying to get the barrier strands from around the legs of his horse. Also, the 25metre barrier strand was slow to release and struck horse 15, Albert Patron, causing that horse to break and take no part in the race. No false start was declared.
----Following the running of the race, the stipendiary stewards withheld the payment of all dividends pending their enquiries. Then, under Rule 213, they late scratched the named horses, declaring that they were denied a fair start.
----Penalty:
----This is a case of an error by the starter’s assistants and, in acknowledging the breach, the starter is also accepting he is vicariously responsible for the actions, or lack of action, of his assistants.
----Following submissions from the stipendiary stewards, and in the absence of submissions from Mr Haythorne, I am satisfied the recommended penalty is not inappropriate in this case, and Mr Haythorne is fined the sum of $200.00.
