| -- DECISION AND REASONS: --An information was lodged by Stipendiary Steward Mr S. T. Larkins against Mr D. A. Taylor, licensed trainer of Rare Return (3), alleging a breach of Rule 834(1) and (2)(a). It was alleged that Mr Taylor late scratched his horse from Race 9 at --12-10pm today. The reason for the late scratching was that the horse had been sold. --Mr Taylor had indicated on the Information that he admitted the breach of this rule and that he did not wish to attend the hearing. Mr Larkins recommended a fine of $200-00 for this breach as it could have had an effect on Pick 6 investors. After looking at previous penalties for a breach of this rule we were satisfied that the fine suggested was in line with previous penalties. Mr Taylor was therefore fined the sum of $200-00. ----
