DECISION AND REASONS:
--Following the running of Race 6, Wags of Amateur Drivers Mobile Pace, an information was filed by Stipendiary Steward, Mr N M Ydgren, against Licensed Public Trainer, Mr S R McNally, alleging a breach of Rule 864 (2) (d) in that "the crupper on VESPA LA FAST (trained by Mr McNally) came undone prior to the start causing a false start".
----Mr McNally was present at the hearing of the information and admitted the breach. The charge was found proved accordingly.
----Mr Ydgren confirmed the facts as set out in the information. He said that the horse had broken but it was not known whether it did so before or after the crupper had broken. A false start resulted. Mr Ydgren recommended a fine of $100.
----Mr McNally stated that the horse had got to the start which would tend to indicate that it had been affixed correctly. It was likely that the crupper had come undone as a result of the horse’s breaking prior to the mobile start.
----Mr McNally was fined the sum of $100.
