Mr Knowles stated Mr Black's record was exemplary over the past 2 years and that all that was usually required was a word with Mr Black now and then. He asked for a fine in the range of $200 to $250 saying the incident had resulted in interference and the loss of stakes money for the connections. Mr Black submitted a fine was appropriate as there was a shortage of junior drivers in the south and he reminded the Committee that it was nearly Xmas!

Taking into account Mr Black's admission of the breach and his excellent record we are satisfied that the matter can be dealt with by way of a fine. He is fined the sum of $200 and reminded in no uncertain terms of his obligations under the Rules of Harness Racing.
