DECISION & REASON
--Following the running of Race 8 of the Otago Racing Club meeting on 26th December 2006 Stipendiary Steward, Mr S Ching, filed an information against P Harris alleging a breach of Rule 828 (1) and (2) in that being the trainer of Blue Eyed Ben failed to scratch the gelding by the required time of 7.30 a.m. on race day. The information was filed and adjourned to 28th December 2006 for consideration.
----At the outset of the hearing it was noted that Mr Harris had admitted the breach and did not wish to appear and that he accepted the recommended fine in the range of $100 was appropriate. The charge is accordingly found proven.
----Mr Ching in respect of penalty indicated that the normal penalty in the range of $100 was appropriate and asked the Committee to note the guilty plea of Mr Harris and also asked the Committee to note that no horse had been affected by the lateness of the scratching of Blue Eyed Ben.
----The Committee imposes a fine of $100.00.
