Following race 5 an information No 7696 was filed pursuant to Rule 530(2)(b). The informant, Mr M Williamson, alleged that Mr J Stanley, rider of NORTHEN MOUD, used his whip excessively.

Following race 5 an information No 7696 was filed pursuant to Rule 530(2)(b). The informant, Mr M Williamson, alleged that Mr J Stanley, rider of NORTHEN MOUD, used his whip excessively.
--Mr Stanley admitted the breach.
--Mr Williamson demonstrated the video films which showed Mr Stanley hit his mount approximately 6 – 8 times without respite prior to the 200 metre mark. However, Mr Williamson said the Stewards main concern was the horse was racing at the rear and had been well tried before the turn. Mr Stanley still continued to use the whip.
--Mr Stanley said he forgot about the regulation and had been asked to ride the horse out to the finish.
--PENALTY SUBMISSIONS:
Mr Williamson said this was Mr Stanley’s first offence in New Zealand and submitted an appropriate penalty would be $175 - $250.
PENALTY:
The Committee considered submissions and took into account Mr Stanley’s guilty lea, his first offence under this rule and his honesty with the Committee. Accordingly we impose a fine of $200.
