We have heard from Mr W Robinson who has demonstrated the incident on the race video. You crossed when not the required distance clear causing severe interference to two runners. It was extremely fortunate no serious injury resulted. We determine that this is careless riding at the higher end of the scale. Mr T Russell on your behalf accepted that fact. ----Taking into account the following ? --
