Following Race 7 an information was filed pursuant to Rule 638(1)(d).The informant, Stipendiary Steward Mr A Coles alleged that near the 350 metres Apprentice Jockey Mr H Kasim (IZERPOUR GIRL) angled his mount inwards when not clear of CHINA DOLL (L.Innes) causing that horse to be checked.
Following Race 7 an information was filed pursuant to Rule 638(1)(d).The informant, Stipendiary Steward Mr A Coles alleged that near the 350 metres Apprentice Jockey Mr H Kasim (IZERPOUR GIRL) angled his mount inwards when not clear of CHINA DOLL (L.Innes) causing that horse to be checked.
--Mr Kasim admitted the breach and was represented by his employer, Mr D. Dwyer.
--Mr Williamson demonstrated the video films which clearly showed at the 350 metres Mr Kasim angle his mount IZERPOUR GIRL inside DAWN OF TIME, when only a bare length clear and in doing so, take the rightful running line of CHINA DOLL causing that horse to be checked. He said the incident was exaggerated due to his mount improving quickly.
--Mr Dwyer on behalf of Mr Kasim said he thought the interference was of a minor nature and they would plead guilty to the charge.
--PENALTY SUBMISSIONS
Mr Coles said Mr Kasim had one previous charge in his eight months as an apprentice jockey. He said Mr Kasim had a good record and the interference was at the bottom end and recommended a 4 day suspension.
Mr Dwyer said Mr Kasim had firm commitments at Avondale on the 5th December and would like to use the seven day rule.
Mr Williamson said Mr Kasim rides only in the North Island.
--PENALTY
The Committee carefully considered all evidence and submissions as presented. Mitigating factors considered were Mr Kasim guilty plea and his good record. However the aggravating factor in this case was the inward movement when only a bare length clear, causing China Doll to be checked. The Committee considers, however, his carelessness was at the low end. Accordingly after taking all the above factors into account we impose a suspension on Mr Kasim to start after racing on 5 December and to conclude after racing on the 11 December 2009 (4 days).
