Following the running of Race 6, the PGG Wrightson 133rd Grand National Steeplechase, Chief Stipendiary Steward Mr C. George laid an information pursuant to Rule 530(2)(b) alleging Jockey T. J. Hazlett, the rider of "Just A Swagger" (3), used the whip excessively from the 600 metre mark.

DECISION AND REASONS:
--Following the running of Race 6, the PGG Wrightson 133rd Grand National Steeplechase, Chief Stipendiary Steward Mr C. George laid an information pursuant to Rule 530(2)(b) alleging Jockey T. J. Hazlett, the rider of "Just A Swagger" (3), used the whip excessively from the 600 metre mark.
----Mr Hazlett admitted this breach of the Rules and confirmed that he understood the Rule and the charge. Mr Hazlett also confirmed that he was aware of the guidelines with respect to acceptable use of the whip.
--Mr George used video coverage of the incident to show the manner in which Mr Turner had used the whip from the 600 metre mark.
--In explanation Mr Hazlett said that he did not hit the horse every time his arm was seen to move, but he did not disagree that his use of the whip was excessive.
--Penalty: In relation to penalty Mr George advised that Mr Hazlett had a previous conviction under this Rule at the Waimate Racing Club's meeting on 15 July 2007 when he was fined the sum of $200-00. A fine of more than $200-00 was recommended for this breach. We adjourned to consider penalty.
--We gave Mr Hazlett credit for his early guilty plea. However we also took into account that Mr Hazlett had a recent previous conviction under this Rule. Also this was a Prestige Jumping Race and therefore high profile. Taking all these matters into account we decided that a fine of $400-00 was appropriate in this case. On returning to the Enquiry Room Mr Hazlett was advised that he was fined the sum of $400-00.
