Following the running of Race 6, Mr. N Goodwin, Stipendiary Steward, lodged an information alleging that rider J. Parkes the rider of HEZA GANGSTER used his whip in an excessive manner prior to 200m.

Following the running of Race 6, Mr. N Goodwin, Stipendiary Steward, lodged an information alleging that rider J. Parkes the rider of HEZA GANGSTER used his whip in an excessive manner prior to 200m.
--Mr. Parkes admitted the breach.
--Mr. Goodwin played video footage outlining the stage of the race where Mr. Parkes hit his mount approximately 11 – 12 times in succession, well outside the established guidelines. Mr. Parkes ended up winning the race and the Stipendiary Stewards said that he could be seen to have gained an unfair advantage over other riders who were riding within the guidelines.
--This was Mr. Parke’s first charge of excessive use of the whip.
--Penalty
--In coming to a decision on penalty the committee took into account all of the submissions including Mr. Parke’s admission of the breach and other recent penalties incurred for excessive use of the whip.
--While he clearly rode outside of the established guidelines we have given credit for his excellent record.
--Mr. Parkes is fined the sum of $300.00.
