Mr Ching stated that Mr Stevens had said by way of explanation that he was working irrigating the Wingatui track at the time and the cellphone coverage was down. He notified the bureau at 7.50 am the next day.

Mr Stevens has no previous breach of this Rule. We are aware the “standard fine” is $50 and this is the amount that Mr Ching has recommended. We impose a fine of $50.
