DECISION AND REASONS:
--Stipendiary Steward Mr S. C. Ching laid an information pursuant to Rule 508(2) alleging Licensed Trainer Mr C. W. Johnson failed to declare a rider, by the time prescribed, for his horse "Meg's Pride" in Race 8. Mr Johnson admitted this breach.
--Mr Ching advised the Committee that no rider had been declared by Saturday 24 February 2007, and that on being told of the omission the matter was eventually rectified. Declaration of riders was supposed to have been completed by 1-00pm on Thursday 22 February 2007. Mr Johnson had already been given the benefit of a warning for a previous breach of this Rule.
--Mr Johnson explained that his partner had (mistakenly) believed that she had in fact notified a rider for the horse.

Penalty: In relation to penalty Mr Ching advised a fine of $50-00 was usual for a first offence. Mr Johnson had no submissions to make regarding penalty. We adjourned to consider the matter of penalty. On looking at previous penalties imposed for a beach of this Rule we were satisfied that a fine of $50-00 was appropriate and Mr Johnson was fined this amount.
