At the conclusion of Race 4, The Autoworld Fillies & Mares Mobile, an information was lodged by Stipendiary Steward Mr C Allison under Rule 869 (2) (a) alleging that Mr C Ramage, driving SONJA CONGO, used his whip excessively over the final 400 metres of the race.

At the conclusion of Race 4, The Autoworld Fillies & Mares Mobile, an information was lodged by Stipendiary Steward Mr C Allison under Rule 869 (2) (a) alleging that Mr C Ramage, driving SONJA CONGO, used his whip excessively over the final 400 metres of the race.

The Rule reads : No Horseman shall during a race (a) use his whip in an unnecessary, excessive, or improper manner.

--

Mr Ramage admitted the breach of this Rule.
 
Stipendiary Steward Mr Allison used video film and pointed out that Mr Ramage had used his whip some 21 times from the straight entrance to the finish line on a continuous basis. 

--

Mr Ramage stated that the horse SONJA CONGO had been sold and that he drove it “right out” to the finish line.

--

Mr Allison stated that the breach was at the lower end of the scale and recommended a penalty of up to $200.  He stated that Mr Ramage had recently returned to racing-driving and was having up to 2 rides per race day.

SUBMISSIONS ON PENALTY

--

Mr Allison suggested a fine up to $200.  Mr Ramage asked for the Committee to consider suspension rather than a monetary penalty.  Mr Ramage said he had several drives arranged for subsequent meetings.

DECISION

--

The Committee was satisfied that a breach of the Rule had occurred and Mr Ramage’s horseman’s licence was suspended from the conclusion of racing on Tuesday 16 February 2010 up to and including the conclusion of racing on Saturday 27 February 2010, effectively two lower South Island racing days.
